ABOUT EDMONDSON HEIGHTS CIVIC ASSOCIATION
Established in 1955, Edmondson Heights is a covenant-controlled community governed by the Edmondson Heights Civic Association. Our Covenant and the Board of Governors were created to preserve, protect, and advocate for the community and property values. The duties of our Board of Governors is in place to represent Edmondson Heights residents and to make decisions in the best interests of the overall community. The covenant guidelines have been the standard for the structure of the fronts of over 1000 Edmondson Heights homes, since the community’s inception.
Our charming community is located just outside of Baltimore City and within the Association of Gwynn Oak. We are slightly tucked away between Maryland’s Baltimore National Pike and Security Boulevard. We have once again joined forces with Edmondson Heights Elementary School enabling us to not only invest in our properties but also, invest in the communities’ children.
Our unofficial motto is “Keep Edmondson Heights Beautiful” as we encourage residents and visitors alike to take pride in the place we call “home”. We work closely with Baltimore County government officials, Woodlawn Police Department and Baltimore County Code Enforcement to do everything we can continue to thrive as a community.

About Our President
Born in Alabama, Jacquista Powell has been a resident of Maryland, since 2001. Her favorite thing about being a Marylander is the smell of Old Bay wafting in the air. She has been employed by the State of Maryland for 18 years and works as a project manager. After moving to Maryland, she worked to obtain a master’s degree in business management and in her off-time she works as president of the Edmondson Heights Civic Association.
Jacquista has been a resident of Edmondson Heights since 2011 when she decided to buy her first home.
Ms. Powell viewed several properties before finally falling in love with a restored property on Barrett Road. It didn’t take long before she would answer an email asking for volunteers for the EHCA Board of Governors. She served on the EHCA Board of Governors, for several years prior to becoming the Vice President. In 2020, Ms. Powell was asked by then President Quintin Stevens to accept his nomination of EHCA President as he set to relinquish the position. Ms. Powell’s response was, “I guess I couldn’t break anything”.
Since becoming president, Jacquista’s focus has been on increasing the value of Edmondson Heights’ properties. has attempted to meet as many residents as possible.
